Toddlers may experience blue lips and hands due to a medical condition known as cyanosis. It is caused when there is an insufficient oxygen supply in the body, resulting in a lack of red blood cell production.

The causes of this condition can range from inadequate breathing, heart disease, lung abnormalities, or circulatory problems. Depending on the specific cause, cyanosis could be wide-spread throughout the body or limited to only certain areas such as the lips and hands. Additionally, anaemia (low levels of iron) can lead to blueish lips and hands - especially due to reduced availability of oxygenated red blood cells

It's important to note that toddlers are especially susceptible since their bodies haven't had time yet to fully develop so they can have issues with circulation or respiration that adults don't face at all times. The most common signs and symptoms associated with cyanosis include bluish discoloration of skin/nails/lips along with shortness of breath and fatigue - though these might not always present themselves together or at all times.

To diagnose cyanosis in toddlers correctly, it's essential for parents/caregivers/doctors to first assess any underlying health issues; this could include assessing respiratory diseases like asthma or COPD (Chronic Obstructive Pulmonary Disorder); conducting chest x-rays; measuring ECGs; undertaking breathing tests; etcetera.  If any underlying medical issue has been identified then doctors will work towards treating those conditions directly by prescribing medications etc., but if the cause isn’t clear then treatment could involve administering supplemental oxygen which is often prescribed through nasal cannula prongs or a face mask depending on severity level required by patient’s needs.  So it's advised that immediate medical advice should be taken if you happen observe any sign indicative of toddler having bluish colouration around his mouth ,face & other parts .
